Hi!

While working on the "reproducible builds" effort [1], we have noticed
that wget could not be built reproducibly.
The gettext mo files contain the current date/time in metadata
(POT-Creation-Date).
This can be normalized to a deterministic value (changelog date)
by strip-nondeterminism. See attached patch.
