Hello,
I hit the same FTBFS during repro build as described in bug #788352
marked as resolved.
...
mkdir -p debian/tmp/locale/
localedef -f UTF-8 -i en_US ./debian/tmp/locale/en_US.UTF-8/
character map file `UTF-8' not found: No such file or directory
cannot read character map directory `/usr/share/i18n/charmaps': No such file or directory
debian/rules:26: recipe for target 'override_dh_auto_test' failed

I guess it can be workarounded using mentioned Build-Conflicts but I
don't think it's correct solution:
