Hi!

While working on the "reproducible builds" effort [1], we have noticed
that netkit-rsh could not be built reproducibly.
The build path is captured in debugging symbols.

The attached patch fixes this by exporting dpkg-buildflags, which passes
-fdebug-prefix-map to the compiler to prevent absolute paths from
being captured.
