Bug#852517: strip-nondeterminism: Not running full testsuite on ci.debian.net

Hi,

It looks like the autopkgtests are misconfigured so we are not running
the full testsuite on ci.debian.net. See, for example:

  https://ci.debian.net/data/packages/unstable/amd64/s/strip-nondeterminism/20170121_202634.autopkgtest.log.gz

Whilst we see:

  ok 1 - bin/dh_strip_nondeterminism --help returns 1
  ok 2 - bin/strip-nondeterminism --help returns 0

 … notice it is not running the (far more important!) fixture tests such
as t/fixtures/png/tEXt.png.in etc. etc.
