I'm not so fond of this change, as I've found myself mostly ignoring #-changes,
thus it will make it much less likely to notice. (And it's pretty useful to
notice these changes.)

Also these bus error happen rarely (yesterday was a "noisy" day with 8 of them
or so, usually its much less)…

But, that said, I think we could probably log the bus errors into a new
logfile, and mail this to a diffoscope list daily. That's trivial to implement,
see yesterdays commit to do the same for submit-problems to buildinfo.d.n.

The notifications about artifacts OTOH were requested by users, so i think it's
appropriate to send them to the same channel which receives scheduling
notifications. If this was about artifacts being dropped because diffoscope
crashed, the logfile approach might work as well.
