This should be fixed anyway, given that it would be a universal win.

Whilst absolutely true, is not entirely relevant as IIRC it's the
*Debian* maintainer who has decided to store the testsuite output.

(Lastly, what's _so_ special about src:binutils? If it can be justified
there, the same principles can be applied to every package.)

This also could be a case for <https://ci.debian.net/>.
