First, thanks for the patch!

Could you expand the commit message on this patch to include the
reason why beyond "causes trouble"?

I ask because I see that the help2man maintainer has provided some
more details re. Perl/locale support:

… and we should probably quote them instead of leaving it so
vague. I might also be tempted to add a comment to the code itself
for the same reason; I suggest you try it and see how it looks/reads
in context - it is difficult to tell in the abstract.

Hm, whilst I think of it, is there any possibility this locale was
chosen *deliberately* because it's broken? Alas I'm not an expert
in this code at all..  (Ximin?)
