Bug#902709: diffoscope: test failures everywhere

So, autopkgtest is failing, for both the tests (with and without
recommends):

The ubuntu build also failed with a very similar error:
https://launchpadlibrarian.net/376469998/buildlog_ubuntu-cosmic-amd64.diffoscope_98_BUILDING.txt.gz

And also the reproducible builds build FTBFS with the same errors.

So, I believe there is a bug here that needs to be fixed.

Incidentally, Chris: any reason you did binary uploads instead of source
only uploads?  Considering how widespread the same failures are I have
to believe that the fact it built for you is odd, instead of the other
way around as it usually is :)
