Empty build-id to make package reproducible

Thanks everyone for your input.

So it was after all a bug in GCC which you fixed in the r-b infra and the
hack me and a few others ended up doing at DebConf is now reverted.

Git master for package galera-3 is in an optimal state after this
discussion and passing CI and reprotest verify it.

Now all of my packages build reproducibly apart from the biggest one:
MariaDB 10.1.35-1 is OK in Buster but the same revision fails in Sid.

I am happy to take merge request if anybody wants to take a shot at
cracking that one.
