Heads-up: New upstream version of src:file in experimental

I've filed this on salsa at:

… and plan to work on it today. Thanks for letting us know and giving
us the heads-up, very considerate of you.

(I'm sure you are aware already but this version of file actually
FTBFS on at least amd64 — I had to disable the testsuite to build my
own, local, test packages. Just nod briefly and I'll file a proper bug
for this if you prefer.)
