This occurs because the "setup.py/PyPI" Python module is called "rpm-
python" but the Debian part of that suffix is just "rpm" and thus
python3-rpm. For the autopkgtests we make this change manually:

Mattia, I believe you wrote most of this codepath — any smart ideas on a
clean way to ensure we Recommend python3-rpm?
