Proxy failure misdiagnosed as dep-wait

Hello.

Yesterday I triggered rebuilds for "neutron", which
used to FTBFS in buster, bullseye and bookworm.

The build logs contain a lot of messages like this one:

  504  Gateway Timeout [IP: redacted-the-ip-of-the-proxy 3128]

https://tests.reproducible-builds.org/debian/rbuild/bullseye/amd64/neutron_17.2.1-0+deb11u1.rbuild.log.gz

and now the web pages say the package is in dep-wait state.

Is there a way this diagnosis could be improved?
