deprecation of buildinfo.debian.net (NOT buildinfos.debian.net)

hi,

when dropping code for submitting .buildinfo files to the now
deprecated buildinfo.debian.net service, I notice we sign the
buildinfo files and IIRC we only did this for submitting those
to that service, so I believe this code can now be dropped as
well. Or can anyone remember why we should sign those .buildinfo
files from tests.r-b.o/debian?
