The sbuild source package also builds the buildd binary package. It
contains the code that adds --binNMU-changelog and I argue that it
should also be adding the --binNMU-timestamp flag. See
lib/Buildd/Daemon.pm. This is pending an agreement with the wanna-build
team of how wanna-build communicates such a timestamp.
