Bug#1136323: dh_strip_nondeterminism does not process LibreOffice zip-based files

dh_strip_nondeterminism currently ignores all zip-based file types 
produced or used by LibreOffice (for example template files, or color 
palettes), although it is able to remove timestamps and other sources of 
nondeterminism from other zip-based file formats.

This hinders the reproducibility of many packages that build and ship 
LibreOffice files (for instance libreoffice-commons and libreoffice-l10n-*).

This issue is in part due to the fact that `file` is not able to 
properly tell these files apart from normal (or apparently malformed) 
zip files, as reported in <https://bugs.debian.org/1136317>.
