Bug#1144242: diffoscope treats some SVG files as binary files

Dear diffoscope maintainers,
for some reasons, diffoscope treats certain SVG files as binary files
and shows their differences using their xxd/hexdump representation.
This can be seen in
<https://reproduce.debian.net/all/api/v1/builds/221840/artifacts/473733/diffoscope>.
Please find attached two versions of a SVG image that is properly
recognized by `file` as "SVG Scalable Vector Graphics image" files but
treated as binary files by diffoscope.
