I agree that a reverse dependency is better in this case.  This is
according to the idea I have that the 'code' packages in debian
provide a foundation for other packages to build on, and thus I do not
plan to add any dependencies to initscripts to non-essential packages
if it can be avoided, and expect others to relate to initscripts
scripts intstead.

The same way I believe it is better for resolvconf to relate to
networking than it is for network to relate to resolvconf.  The effect
is the same, but the responsibility for maintaining the relationship
is placed where I believe it belong.

Note that with the new insserv in unstable, it is possible to have
different order during startup and shutdown.  This make the wanted
order described for resolvconf possible to get.
