Dear bug report submitter,

First of all, thanks for the suggestion.

In general services shouldn't implement their own enable/disable
mechanisms; that's what init systems are for.

Resolvconf isn't a typical service, however. It's really a bit of
infrastructure — standard in Ubuntu, optional in Debian. If you don't want
it then you should remove the "resolvconf" package.

If you only want to disable resolvconf's management of /etc/resolv.conf
then simply delete the symbolic link at /etc/resolv.conf.
