[sane-announce] SANE Backends 1.4.0 released.

Hi all,

I'm happy to announce the arrival of sane-backends-1.4.0. You can find the
latest source tarballs and details here:

Apologies, again like last year, that we had some delay due to the
automated release process being a bit broken. Many thanks to user
"ValdikSS" for assistance in sorting out the file upload issues that we
also had last year. I believe that GitLab had changed their REST API over
time such that our scripts were not in compliance with what they currently
require. In any case, unless something major changes again, next year
should be much smoother.

This version is 1.4.0 not 1.4.1. In the last couple of releases we had
failures that necessitated a bump in the minor version. Unless we have a
recurrence, 1.4.0 should stick. At least I hope so!

I put out a call for translations, but it turned out that there are no new
messages in this release so no additional translation was required.
However, we have had a new language contribution from user "Emir" for the
Turkish language. Much appreciated!

For the next release we possibly have a few interesting things on the cards:

- Proper fix for thread support that has plagued the MacOS platform.
- A functioning Brother MFP backend, at least for USB.
- A big update from Epson Japan for the epsonds backend which I am just
reviewing.

If anyone discovers any issues with this release, be sure to let one of us
know and we will try to fix it promptly.
PPA updates will follow on in the next day or two.
