This part looks like a CCD calibration:

7650 bytes / 3 colors / 2700 dpi = 0.94 inch
sounds plausible

The scanner scans 15 or 16 lines on a calibration
part of the scanner, the driver has to calcluate
the calibration data, normally an average of
each pixels and color, may be it afterwards 
has to be inverted.
Then it is sent back as one block (comparable
to one line).
