I just got a message from someone who opened his HP5400 and checked
the chipset. It contains a niash00033 chip.
Similar chips are also used in the the Hewlett-Packard HP3300c (
niash00012, niash00013, niash00014), Agfa Snapscan touch (niash00014),
Hewlett-Packard HP3400c (niash00019) and Hewlett-Packard HP4300c
(niash00019).

I'm working on a backend for the HP3300c, see

Although you may be able to use the hp3300 testtool to switch the
scanner lamp on and off, you will most probably not be able to
scan anything yet.
