I'm not an HP expert, just some generic hints:

Cabling, termination etc. is correct?

Looks ok.

You may get a bit more output if you set SANE_DEBUG_SANEI_SCSI=255
additionally.

Try to disable all other backends in dll.conf. Before testing again,
restart the scanner to make sure, it isn't confused by earlier
commands.

After you try scanimage -L, does sane-find-scanner still find the
scanner?
