FINALLY I SORTED IT OUT! (thanks to your valuable help):
I was rather sure to have uncommented out this in the config file BUT the problem was that I had two config files and I was working on one and sane using the other!

THAT'S EXACTLY WHAT HAPPENED: I have RH7.3 but decided to download latest sane (1.0.9). Configure script by default installs with prefix '/usr/local' but I changed it to '/usr' in order to have old sane stuff overwritten; BUT I forgot to tell configure that the sane.d directory had to be written into /etc and not (as it did) into /usr/etc so I was fiddling with the config files in /etc/sane.d while sane was using the ones stored in /usr/etc/sane.d.

Now everything's working.
