You can see what's actually happening with

SANE_DEBUG_NET=255 scanimage -L

saned is really started as user root in inetd.conf? Please show us the
sane line of inetd.conf.

"localhost" is in net.conf?

hosts.allow and hosts.deny are only used if you use the tcpwrapper
(tcpd) in inetd.conf. If you didn't change anything, it shouldn't
block conncetions from localhost.
