Does it work as root (->permissions)?

If it doesn't, try enable debugging and send us the output:

SANE_DEBUG_HP5400=255 scanimage -L

If there is no debug output, try to find out why the hp5400 backend is
not loaded:

SANE_DEBUG_DLL=255 scanimage -L
