ThatÄs a job for the distribution. Either the base installation should
set up the /dev/usb files or at least the installation script of any
package that uses /dev files. Or use the device filesystem (devfs).
Device files are created automatically if it's enabled.

Bye the way: /dev/pt_drv is only needed for plustek parport scanners.
