Ok I tried that:

   $ cat /etc/sane.d/hp.conf 
   scsi HP
   usb 0x03f0 0x0101
   #/dev/scanner
   # uncomment this if you're using a usb scanner
   /dev/usb/scanner0
   option connect-device

Still same problem, and I still see the "usb_control/bulk_msg: timeout"
messages and xsane always fails with an I/O error.

"xscanimage hp" is having a few problems, too.  If I try to do a preview
the preview image looks like it's missing a color and I get an I/O error
toward the end of the preview pass.  I can select a small image area and
get a real scan and that looks fine, though.

I decided to reboot and I get about five or six "usb_control/bulk_msg:
timeout" messages during the boot process (the boot process pauses for
each message).

Then before sane will detect my scanner I have to remove/replace the USB
cable to the scanner one time.  That is, it's not correctly loaded at boot
for some reason.

I'm starting to suspect the scanner.  I guess this might turn into one of
those "What's a good scanner for Linux?" questions.

As a newbie it's hard to debug this stuff -- especially with so many
parts: USB, hotplug and sane.  I don't really grasp how all the parts fit
together.

BTW -- I assume this is known.  These are all generated each time I start
up the scanner program (10:32:2* is the time, if not obvious).

$ fgrep '10:32:2' /var/log/syslog | grep open_scanner | wc -l
    465
