[sane-devel] Epson Perfection 1660 Photo and Linux RedHat 8

I am trying to get an Epson Perfection 1660 Photo working with Linux
RedHat 8.0. I have failed to scan any images, the majority of my problem
seems to be that the scanner is not visible to one of the subsystems.
I am going around in circles - ever decreasing ones...
System Configuration

Epson Perfection 1660 Photo
Relevant from /etc/modules.conf:
alias char-major-180 usb-serial
options scanner vendor=0x04b8 product=0x011e
I admit that the char-major-180 was an act of desperation....and I had these
problems before that.
I have installed sane-backends-1.09 as this has support for
the Epson Perfection 1660:

I have a Logitech USB serial mouse which works correctly.

I can find the scanner as root - sometimes it seems to find it twice

No scanners were identified. If you were expecting something different,
check that the scanner is plugged in, turned on and detected by the
sane-find-scanner tool (if appropriate). Please read the documentation
which came with this software (README, FAQ, manpages).
I seem to be going around in circles here. Any suggestions on how to
track this down.
xsane and scanimage refuse to accept the device epson:/dev/usb/scanner0
