It's not a bug. It just means that the format of the file which
describes the features of the plustek backend is too new for 1.0.12.
That's just a documentation issue, "make install" should still work.

If it doesn't work, get a complete CVS snapshot from
http://sane.alioth.debian.org/snapshots/
