If I recall correctly on my SUSE 91, the 'from the box' install of SANE
didn't work with my usb scanner, I had your exact problem:
sane-find-scanner ok, scanimage -L ko

I since then installed a newer SANE package (1.0.14) from here
http://packman.links2linux.org/?action=211 and now it all works.
I've seen that SUSE also released a newer SANE rpm version together with
they unofficial KDE packages, but I didn't try it.
