The SDK is on the second Panther DVD (at least on mine). I'm a bit
surprised that you need the SDK packages if you install the binary
packages of sane-twain.

However, the T 2500 is not supported by SANE (see
http://www.sane-project.org/lists/sane-mfgs-cvs.html#Z-AGFA ) so
installing sane-twain won't solve your problem.
