If the error message is really "device busy" it just means that.
Another program is blocking your scanner. Otherwise it's proabably a
kernel or hardware issue.

Could you please show us a debug log? E.g.:

SANE_DEBUG_CANON630U=255 scanimage -y 10 >/dev/null 2>dbg.log
