As far as I know, there is no such command. Anyway, could you send a
full log of a scan where SANE runs into the timeout, i.e. after the
lamp has been shut off?

SANE_DEBUG_MUSTEK=255 SANE_DEBUG_SANEI_SCSI=255 scanimage >/dev/null 2>log
