You'll find the hp4200 backend in this archive:
 ftp://ftp.debian.org/debian/pool/main/s/sane-backends-extras/sane-backends-extras_1.0.15.11.tar.gz

It contains, among other things, the hp4200 backend patched with some
cleanups & improvements from Frank Zago.

It's your best bet for a working, up-to-date hp4200 at the moment.
