[sane-devel] hp4200 backend is included in SANE now

Hi everyone,

I've just included the hp4200 backend into SANE CVS. So it will be
part of the next release of sane-backends.

The backend was written by Adrian Perez Jorge and has existed for some
years as external backend now.
