I have a similar problem with an Epson all-in-one and in the end, as a
work-around, I just changed the permissions on /proc/bus/usb/001/002
by issuing:
sudo chgrp scanner /proc/bus/usb/001/* /proc/bus/usb/002/* -R

(the above is all one line and you might need to change the 'sudo' to
'su' - I'm using Kubuntu Dapper Drake). You will also need to add all
users of the scanner to the 'scanner' group (I wasn't sure if the
scanner would always use 001 or maybe 002, so that is why I changed
permissions on both of them).

If you can figure out a way to make the changes permanent (not a boot
script - because sometimes the scanner gets unplugged but the computer
stays on) then I would love to hear it.

Blessings,

Nigel
