I'm running sane with linux 2.6.16.27 and udev-096, and it works beautifully.
Some advice:
- kernel and udev versions usually go together. In most cases you
can't upgrade the kernel without upgrading udev to a version known to
work with that kernel.
- newer versions of udev don't use a separate hotplug package.
Uninstall hotplug if you have it.
- sane includes a set of udev rules in tools/udev. Make sure you're
using those rules.
