Believe me, it does.

This means that you didin't install sane-backends at all or that
/usr/local/bin is not in your path.

What did you do to install the source code?

sane-backends is not installed. Or this is a version of xscanimage
(from the sane-fromtends package) that was linked to sane-backends at
a different location.
