Have a look at GREYCstoration

	http://www.greyc.ensicaen.fr/~dtschump/greycstoration/

This can be used to remove dust and scratches, using the (inverted) IR scan as 
a mask with the 'inpaint' function.  There is also a GIMP plugin.
