Because udev only populates /dev, and the udev rules say to make the
group "scanner" for a scanner device. /proc is populated by the
kernel.

This might be the source of your problem. Old kernel? Somebody else
mentioned firmware. Mine shows:

# lsusb
Bus 002 Device 009: ID 04b8:0110 Seiko Epson Corp. Perfection 1650
