[sane-devel] incorrect file name for zh.po

Hi, Allan:

It is /xsane-0.995/po/zh.po
The content shows it is for zh_TW(traditional Chinese used in China Taiwan).
It is a common practice to use the name zh_TW.po for this kind of file 
because in most systems the translations for zh_TW will be put under 
"locale/zh_TW". And "zh" usually is (or points to) zh_CN which is for 
simplified Chinese(mainly used in China mainland).
