1st     
rpm -ivh sane-backends-1.0.19-10.fc9.i386.rpm 

           2nd yum -y install
libusb-devel-0.1.12-10.fc8.i386.rpm    
3rd 

tar zxvf
sane-backends-1.0.19.tar.gz 

enter in sane-backends-1.0.19
directory

./configure

make

make install
