[sane-devel] Release of sane-backends v1.0.21

I've just tried to update my RPMs to 1.0.21 and there are two file missing
in the tarball which most likely should be there:
po/LINGUAS
po/POTFILES

I took both files from current git snapshot and now I can build
translations fine.
