That package only contains the epkowa backend proper.  Unfortunately,
your particular model (Perfection 3170) requires a non-free binary-only
plugin to work.  The plugin is available for the i386 architecture as an
RPM at:

  http://www.avasys.jp/lx-bin2/linux_e/scan/DL1.do

NOTE: the plugin only works with epkowa backend versions before 2.11.0.
So I suggest you:

  1) apt-get remove libsane-extras
  2) alien --install --to-deb --scripts --keep-version
iscan-2.10.0-1.i386.rpm
  3) alien --install --to-deb --scripts --keep-version
iscan-plugin-gt-9400-1.0.0-1.i386.rpm
