     Possible thing to check:
     - another *libsane.rules elsewhere
     - another rule applying first from another file
     - wrong persistent file in /etc/udev/rules.d

Maybe udevadm (as root) could help, on my box it gives (with the last 
line below the most important):

     You could alos use 'udevadm test /dev/bus/usb/002/007' to get udev 
debug traces.
