I am not prepared to debug this. My personal preference would be to
install sane-airscan to have an additional and alternative SANE backend:

You probably want an Ubuntu 18.04 package. If it has been downloaded
to your Downloads directory, it may be installed with

 cd Downloads
 sudo apt install ./DOWNLOADED_FILE_NAME
