I was not able to find the problem in that system, but I was successful
on a new Ubuntu 18.04 installation with:
- sane-utils from ppa:rolfbensch/sane-git
- sudo echo 'brother3' >> /etc/sane.d/dll.conf (it's not "brscan3")
- run "Driver install tool" from
https://support.brother.com/g/b/downloadlist.aspx?c=de&lang=de&prod=dcp7030_all&os=128&flang=English#SelectLanguageType-566_0_1
- tweaks from https://help.ubuntu.com/community/sane_Troubleshooting#Brother
- restart machine

I did not have to add group "scanner".

Thanks for your help and hints,

-Ulf
