I now could successfully reinstall the release versions by setting an apt pinning:
Package: libsane*
Pin: version 1.0.32-focal0
Pin-Priority: 1000

But I still get weird messages when I try to install the 32 bit version of sane, which I want to use by Wine in 32 bit mode.

$ LC_ALL=C sudo apt -s -f install sane-utils:i386

Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
  ca-certificates-java : Depends: ca-certificates (>= 20121114) but it is not going to be installed
  dconf-gsettings-backend : Depends: dconf-service (>= 0.36.0-1)
                            Depends: dconf-service (< 0.36.0-1.1~)
  dictionaries-common : Depends: libtext-iconv-perl but it is not going to be installed
  sane-utils:i386 : Depends: libsane1:i386 (>= 1.0.27)
E: Error, pkgProblemResolver::Resolve generated breaks, this may be caused by held packages.

I don't understand, why apt doesn't install the needed dependencies when installing 32 bit packages.. If I manually include the missing dependencies, there is no end of missings:
$ LC_ALL=C sudo apt -s install libperl5.30:i386 libsnmp35:i386 snmp:i386 libpoppler97:i386 libpoppler-glib8:i386 libsane1:i386 sane-utils:i386
