[sane-devel] xsane GTK3 branch

Hi All,
I am reworking the xsane build files from scratch, mainly because they are
hopelessly outdated and the automake files are missing from the repo.
Hopefully, this will only take a few days. Be aware that the head of that
branch might be broken in the meantime.

I am preparing the ground work for a release soon.
