[sane-devel] Release 1.4.0?

Hi All,
Someone has reminded me that it has been a full 20 months since we had a
release. Perhaps now is a good time to pop one out.

Since there is nothing major in the pipeline at the moment, I suggest the
following slightly accelerated timetable:

28th April - create release branch, taking only bug fixes and translations.
5th May - generate release.

That gives 1 week to prepare, then 2 weeks to get translations and stuff in.
